The San Francisco Health Service System (SFHSS) was established in 1937 to provide medical care for municipal employees. SFHSS is responsible for all health benefits administration, including medical, dental, vision, flexible spending accounts (FSA), and a wide array of voluntary benefits for the employees, retirees, and covered dependents of the City and County of San Francisco (CCSF), San Francisco Unified School District, City College of San Francisco, and Superior Court of San Francisco.
Today, we serve over 130,000 employees, retirees, and their covered dependents. The department is comprised of seven divisions: Administration, Finance, Member Services Communications, Enterprise Systems and Analytics (ESA), Contracts, and Well-Being.

The Sr. IS Business Analyst serves as a key point of contact for internal staff responsible for providing benefits coverage to eligible employees and retirees, including the Member Services and Finance divisions. This position provides complex technical and operational systems support for PeopleSoft Benefits Administration. In addition to analyzing and resolving user support issues and executing production processes, this role is responsible for documenting, configuring and testing business requirements and writing desktop procedures.
Examples of Important and Essential Duties
Essential duties require the following physical skills and work requirements: Some positions may require sufficient strength and coordination for lifting, pushing, pulling and/or carrying the weight of computer equipment. May require hand/eye coordination for semi-skilled movements, such as taking apart casings, installing parts and reconnecting computers and for performing data entry. May involve extensive VDT exposure.
An associate degree in business administration, public administration, information systems, economics, finance, computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in one of the fields above or a closely-related field.
Experience:
Three (3) years in the information systems field, including system analysis, business process design, development and implementation of business application solutions or IT project management.
Substitution:
Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in one of the fields above or a closely related field.
Completion of the 1010 Information Systems Trainee Program may be substituted for the required degree.

Supplemental Questionnaire Evaluation (Weight: 100%)
Candidates who meet the minimum qualifications will be sent a Supplemental Questionnaire. The Supplemental Questionnaire is designed to measure the knowledge, skills and abilities required for this position. All candidates’ responses to the Supplemental Questionnaire are subject to verification. All relevant experience, education and/or training must be included in the responses in order to be reviewed in the rating process.
A passing score on the Supplemental Questionnaire must be achieved in order to be placed/ranked on the eligible list.
Eligible List/Score Report:
A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission. The certification rule for the eligible list resulting from this examination will be Rule of Ten (10) Scores.
The duration of the eligible list resulting from this examination process will be of six (6) months and may be extended with the approval of the Human Resources Director.
